At the Dec. 2 Redding City Council meeting, the City Manager’s Office gave a report on the housing of parolees — including registered arsonists and sex offenders — in Redding motels and hotels. Here’s what was reported:

The two major organizations housing parolees in Redding are the New Life Discovery Project (NLDP) and No Boundaries. NLDP houses parolees but does not house registered arsonists or sex offenders, while No Boundaries houses both registered arsonists and sex offenders along with other parolees.
According to NLDP CEO Timothy Wetherald, NLDP operates five hotels in Redding, including the Shasta Lodge, Stardust Motel and Deluxe Inn. Other hotels operated by NLDP were not named. Wetherald said that under NLDP’s partnership with Medi-Cal, individuals can be housed in their transitional housing for up to 182 days.
No Boundaries operates out of GuestPlace Inn and Suites, where it currently utilizes a block of 30 rooms to shelter 30 unhoused individuals.
Redding Police Chief Brian Barner reported at the meeting that parolees living at the GuestPlace Inn have been updating their address every 28 days, but instead of moving to a new location, they’ve merely been swapping rooms at the hotel. A representative of the City Manager’s Office theorized that parolees sheltered by No Boundaries are regularly changing their address to exploit a loophole. By staying in a room for less than 30 days at a time, sheltered individuals are not legally subject to California tenant laws.
